Hotfix for 0.7.1rc1 released

After a few bug reports it was revealed that there was an error in the Windows installer of SuperTuxKart 0.7.1 Release Candidate 1. A new installer has been uploaded to deal with the problem. Other operating systems should not be affected.

    Thank you greatly - This is hopeful for the future of STK!
    One thing to note: I am on a slightly worse computer, and I think it might be a good idea to have a list of checkboxes as well as the "slider" for graphics detail.
    Just my two cents.
